Evaluation of Participants in the 700 MHz and 2.6 GHz Frequency Auction by Komdigi

Ongoing Selection Process

The auction process for the 700 MHz and 2.6 GHz radio frequencies is now entering a crucial stage, namely administrative evaluation. The Ministry of Communication and Digital (Komdigi) has conducted clarifications to ensure the compliance of documents from the three telecommunications operators participating in this selection. This evaluation aims to guarantee transparency and accountability at every stage of the selection.

Clarifications and Key Findings

During the evaluation process, Komdigi found several important notes related to the administrative documents submitted by the three participants. The results of this evaluation will be officially announced on Komdigi's website in the near future. The Minister of Communication and Digital, Meutya Hafid, emphasized the government's commitment to conducting all selection stages with a focus on transparency and legal certainty.

Two Evaluation Mechanisms

This administrative evaluation is carried out through two mechanisms. First, checking the completeness of application documents to ensure all formal requirements have been met. Second, verifying the administrative documents to examine the validity and conformity of the documents submitted by the participants. Participants who pass the administrative stage will proceed to the next selection phase, while those who do not meet the requirements will be disqualified.

Auction Participants and Purpose

Komdigi confirmed that three cellular operators are participating in this selection process: PT Telekomunikasi Selular (Telkomsel), PT Indosat Tbk (Indosat Ooredoo Hutchison), and PT XLSMART Telecom Sejahtera Tbk (XLSmart). These three operators have registered in the e-Auction system as a requirement to participate in the auction process.

The 700 MHz and 2.6 GHz frequency auction is held to strengthen the national telecommunications infrastructure. This includes efforts to accelerate the deployment of 4G and 5G networks throughout Indonesia. The 700 MHz spectrum, which has wide signal coverage, is well suited to expanding services to remote areas, while the 2.6 GHz band offers greater capacity that can improve mobile broadband service speeds.

Hope for Equitable Internet Access

Komdigi stated that this frequency auction is a fundamental step toward realizing equitable access to quality internet for all Indonesian communities. The addition of spectrum in the 700 MHz and 2.6 GHz bands is expected to encourage cellular network providers to accelerate infrastructure deployment. This aligns with the targets of the National Medium-Term Development Plan (RPJMN) 2025-2029 and the Strategic Plan of the Ministry of Communication and Digital 2025-2029.

Meutya Hafid added, “Frequency spectrum is a limited natural resource but has tremendous potential to drive digital economic progress. Through this transparent and accountable selection process, we want to ensure that the 700 MHz and 2.6 GHz bands can be optimized to provide more equitable and quality internet access for all Indonesian people. This is important to enhance digital economic productivity across various sectors.”
